The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. UNV is administered by the United Nations Development Programme (UNDP) and reports to the UNDP/UNFPA/UNOPS Executive Board. We mobilize volunteers to serve in UN agencies, both in development programmes and peacekeeping operations.
UNV works under a dual mandate – to mobilize volunteers for the United Nations System and to advocate for the importance of volunteerism in development worldwide.
The United Nations General Assembly created UNV in 1970, with an initial mandate to provide qualified and motivated volunteers for the United Nations System in support of peace and development in operational countries.
Over nearly five decades, the scope of UNV’s mandate has expanded, driven by a constantly changing global environment and wider recognition of the value of volunteerism. A series of UN decisions now direct UNV activities and results to also focus on youth engagement and on demonstrating how integrating volunteering in peace and development projects and programmes can widen and deepen impact.
Development assistance means enabling people to improve their lives in the long term. Development aid strives to address the underlying issues and socio-economic factors that impede human progress.
All around the world, UN Volunteers help people lead more productive and fulfilling lives, such as through their work on projects in quality education and improved healthcare, or by ensuring equitable access to community resources and sustainable practices. Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

The Local Security Associate reports to the SPF (Security Manager/Specialist or Chief of Operations/Operations Manager) for supervision. The Security Associate provides technical, operational and administrative assistance to the Supervisor in support of their role as it relates to ensuring the safety and security of personnel and their eligible family members as well as the safeguarding of UNICEF premises, assets and resources at the duty station. In carrying out the below duties the incumbent is expected to follow instructions precisely and in strict compliance with supervisors instructions and UN Security related policies, rules and procedures.
To make a difference, you will be responsible for the following key results and major accountabilities:
Summary of key functions/accountabilities:
Security Planning
Support the supervisor administratively and logistically in their planning functions related to the safety and security of UNICEF personnel and eligible family members as well as the safeguarding of premises, assets, and resources in accordance with UN and UNICEF Security Management Systems.
Assist the supervisor by collecting and providing the basic information required for the implementation of the UN Country Security Plan, Minimum Operating Security Standards (MOSS), Residential Security Measures (RSM), and other relevant policies, guidelines, and assessments.
Assist the supervisor in the development of UNICEF routine security documentation including security contingency plans such as, but not limited to, fire and evacuation plans.
Assist the supervisor in drafting routine security reports/returns including but not limited to Security Incident Reports (SIRs).
Safety and Security Services
Monitor the local security situation through local media and networks providing regular information and updates to the supervisor relative to on-going and emerging security issues in the country.
Assist the supervisor in security activities that support UNICEF staff, premises and operations for all locations where UNICEF personnel and/or eligible family members are present.
Provide on-going routine technical support and direction for contracted security providers on behalf of the SFP.
Under the direct guidance of the supervisor, share information with UNICEF personnel and eligible family members that would affect their safety and security and information regarding the actions to take in the event of an emergency, including those identified in the UNICEF/UN Security Plans.
Support the supervisor in the establishment of effective and functioning Communications/Warden Systems for UNICEF and the periodic testing of these systems.
Support the supervisor in the conduct of all security related contingency exercises particularly relating to administration, communications and logistics.
Conduct physical security surveys of international personnel residences in accordance with the Residential Security Measures (RSM) on behalf of the SFP as required.
Security Networking
With significant guidance from the supervisor, actively maintain official liaison with host government counterparts, local authorities responsible for security, law and order and security counterparts in the UN.
Support in Knowledge Management and Capacity Building
Coordinate, as required, with UNDSS, on behalf of the SFP, to ensure all UNICEF personnel undertake mandatory security training/briefings.
With strong support and guidance from the supervisor, develop and conduct country level familiarization sessions for contracted security guards specifically regarding their UN/UNICEF related duties and responsibilities.
With strong support and guidance from the supervisor, develop and conduct country level training sessions for drivers to familiarize them with the specific actions to take when encountering a security related situation while driving.
Assist in the provision of any security related training for UNICEF personnel or eligible family members, particularly to ensure comprehension by those more comfortable in the local language.
To qualify as an advocate for every Child, you will have
Completion of secondary education, supplemented by relevant technical/military/police courses and/or university courses in a relevant discipline.
A minimum of 6 years of progressively responsible experience in a security related environment is required.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

The Community Resilience Activity-North (CRA-N) Project is designed to support community-level resilience development and conflict prevention activities within the newly merged districts (NMD’s) of Khyber, Kurram, North Waziristan, and Orakzai Districts within Khyber Pakhtunkhwa (KP) Province; CRA-N will pursue a multi-disciplinary and community participatory approach and will work in close coordination with the Government of Pakistan (GoP) at the regional and district level. The Monitoring & Evaluation Officer will be working directly under the leadership of the CRA-North Khyber District Team Leader and under the overall supervision of the CRA-North Monitoring & Evaluation Department Head. The Monitoring & Evaluation Officer will be part of the district team and provide support in the monitoring and evaluation of the project’s interventions; coordination and implementation of the project activity evaluations, through the use and deployment of standardized MEL tools and processes; all of which will serve to support the reintegration of Temporarily Displaced Persons, enhance community cohesion and increase civic engagement while reducing marginalization and increasing resilience amongst remote communities within the newly merged districts.
I)Responsibilities and Accountabilities
The Monitoring & Evaluations Officer’s responsibilities include, but are not limited to the
following:
Plan & undertake regular site visits, surveys, rapid assessments, and overall monitoring & evaluation of programming activities.
Conduct Focus Group Discussions (FGD’s) and employ other qualitative data collection tools and methods to assess and report on programming activities, impacts, and outcomes.
Conduct interviews with direct and indirect beneficiaries to obtain feedback on the quality of CRA-North’s programming activities and recommendations for improvement.
Prepare and compile, evidence-based evaluation reports on the programming activities in collaboration with the district teams.
Ensure that appropriate quality control efforts are in place, as program data is collected, assessed, and reported; with appropriate data collection tools and approaches in place.
Support existing district programming efforts by participating in Learning Workshops and the identification and documentation of success stories, lessons learned, and case studies.
Update existing M&E Databases and Information Management Systems in real time on a weekly basis.
Work with the M&E Department and program team on strengthening the use of M&E data across the program through the use and distribution of M&E reports.
Any other duties as assigned by the supervisors.
II)Required Qualifications and Experience
Education
Bachelor’s Degree: Political Science, International Relations, Development studies, and Agriculture and equivalent social sciences.
Experience
Minimum of 3 years experience working in areas of Project Monitoring & Evaluation, preferably with experience in identifying and addressing community resilience gaps and understanding how to strengthen community cohesion.
Proven experience in writing, editing, and critical thinking.
Capacity to understand and analyze the local, district, and regional implementation environment and how this environment caters to the effective design and implementation of community resilience-focused programming suitable to the geographical, cultural, and political context.
Knowledge of the newly merged districts (NMD’s) geography, culture, and government structure is a distinct advantage.
Knowledge and experience working with USAID-funded resilience-focused programs are preferred.
Knowledge and experience working with UN Agencies are preferred.
Excellent written and oral communication skills in English and Urdu, with proficiency in Pashto, are considered a distinct advantage.
